Budget and Finance Workshop

LGC’s annual Budget and Finance workshop is offered at two locations in late September and is one of our most popular training opportunities. In addition to a thorough overview of the Municipal Budget Law, this full-day workshop provides an update on recent legislative changes impacting local budgets along with other topics of interest and importance to municipal and school officials. Ample time is devoted to questions and answers.

The Budget and Finance workshop is designed for selectmen, budget committee members, town managers and administrators, finance staff and other officials involved in the town or school budget process. Participants will receive the newly-updated 2010 edition of LGC’s The Basic Law of Budgeting: A Guide for Towns, Village Districts and School Districts.

Basic Law of Town, Village District and School District Budgeting
Learn the basic legal framework of the Municipal Budget Law, including the requirements for valid warrant article appropriations, transfers, lapsing and special requirements for SB 2 town and district meetings. This lecture is a must for members of governing bodies and budget committees, as well as other local officials involved in the budget process.

State Aid Programs: Will They Still Be Here Tomorrow?
Many are predicting that the recent State budget deficit will pale in comparison to the fiscal challenges to be faced in the upcoming biennium. Of particular concern is the impact that balancing the state budget may have on municipal revenues and expenditures. This session will examine the State’s financial picture as it stands today, and how fiscal challenges in the near future at the state level may impact municipal budgets at the local level.

Funding Energy Efficiency Projects
Many funding opportunities exist for municipal and school energy efficiency projects, yet there are important details to consider regarding some funding sources. This session will overview available public and private funding options and discuss considerations for each. Discussion will highlight several projects currently underway along with the anticipated return on investment.

Who Knows What ‘No Means No’ Means?
Sponsored by the NH Government Finance Officers Association
It sounds deceptively simple: if voters say no to something, the governing body can’t spend money on that purpose during that budget year. In practice, however, RSA 32:10, I(e), known as the “no means no” provision, can be difficult to understand and even more difficult to administer. This session is your opportunity to join the discussion about this thorny topic with seasoned professionals from state and local government and our LGC staff.
